
Pakistan’s President Asif Ali Zardari has approved the imposition of emergency and Governor’s Rule in Khyber Pakhtunkhwa (KP) following a recommendation from Prime Minister Shehbaz Sharif’s federal cabinet.

The federal cabinet, which met under the chairmanship of Prime Minister Shehbaz Sharif, reviewed the security situation and received a briefing on the challenges posed by militant violence.
According to a statement from the Prime Minister’s Office, the cabinet expressed concern over what it described as the provincial government’s deliberate disengagement from the fight against terrorism. It recommended that the prime minister advise the president to exercise his constitutional powers to impose emergency measures.

Final Attempt at Negotiations Fails
According to reports, the federal government made a final attempt to resolve its differences with the provincial leadership through Jamiat Ulema-e-Islam-Fazl chief Maulana Fazlur Rehman.
Deputy Prime Minister and Foreign Minister Ishaq Dar reportedly contacted Fazlur Rehman during the cabinet deliberations to discuss the situation.

What Do Articles 232 and 234 Say?
Article 232 of Pakistan’s Constitution provides for the proclamation of an emergency when the country’s security, or that of any part of it, is threatened by war, external aggression or internal disturbance beyond the control of a provincial government.
Article 234 deals with a situation in which the constitutional machinery of a province is considered to have failed. It allows the president, subject to the constitutional requirements, to assume provincial government functions or direct the governor to exercise those powers.
