NIA files 7,500-page chargesheet against 10 accused in Red Fort car bomb blast case

NEW DELHI (KIMS) — The National Investigation Agency (NIA) on Thursday said it has filed a 7,500-page chargesheet against 10 accused in connection with the November 10, 2025 car bomb blast near the Red Fort area in Delhi that left 11 persons dead and several others injured.

According to an NIA statement, the high-intensity Vehicle-Borne Improvised Explosive Device (VBIED) blast had also caused extensive damage to property in the national capital.

The NIA said all the accused, including the main accused Dr. Umer Un Nabi, who is deceased, were linked to Ansar Ghazwat-ul-Hind (AGuH), an offshoot of Al-Qaida in the Indian Subcontinent (AQIS), which was designated as a terrorist organisation by the Ministry of Home Affairs in 2018.

The chargesheet was filed before the NIA Special Court at Patiala House Courts in New Delhi under relevant provisions of the Unlawful Activities (Prevention) Act, Bharatiya Nyaya Sanhita, Explosive Substances Act, Arms Act and Prevention of Damage to Public Property Act.

Besides Dr. Umer Un Nabi, the other accused named in the chargesheet are Aamir Rashid Mir, Jasir Bilal Wani, Dr. Muzamil Shakeel, Dr. Adeel Ahmad Rather, Dr. Shaheen Saeed, Mufti Irfan Ahmad Wagay, Soyab, Dr. Bilal Naseer Malla and Yasir Ahmad Dar.

The statement said the chargesheet was based on extensive investigation conducted across Jammu and Kashmir, Haryana, Uttar Pradesh, Maharashtra, Gujarat and Delhi-NCR and includes 588 oral testimonies, over 395 documents and more than 200 seized material exhibits.

NIA said investigation revealed that some of the accused, including radicalised medical professionals, were inspired by AQIS and AGuH ideology and had conspired to carry out the deadly attack.

According to the agency, the accused had reconstituted the AGuH outfit as “AGuH Interim” during a clandestine meeting in Srinagar in 2022 after a failed attempt to reach Afghanistan through Turkey.

Under the newly constituted outfit, the accused had allegedly launched “Operation Heavenly Hind” aimed at overthrowing the democratically elected government and imposing Sharia rule, the statement said.

NIA said the accused had recruited new members, propagated violent extremist ideology, stockpiled arms and ammunition and manufactured explosives using commercially available chemicals.

The agency further revealed that the explosive used in the blast was Triacetone Triperoxide (TATP), allegedly manufactured by the accused after clandestinely procuring ingredients and conducting experiments to perfect the explosive mixture.

During investigation, the NIA established the identity of deceased accused Dr. Umer Un Nabi through DNA fingerprinting and carried out forensic examination and voice analysis of evidence collected from various locations, including Al-Falah University in Faridabad and multiple places in Jammu and Kashmir.

The probe also revealed that the accused had allegedly procured prohibited arms, including an AK-47 rifle, a Krinkov rifle and country-made pistols with live ammunition.

According to the statement, the accused had also experimented with rocket and drone-mounted IEDs with the objective of targeting security establishments in Jammu and Kashmir and other parts of the country.

The NIA said the accused had procured laboratory equipment and specialised items such as MMO anodes, electric circuits and switches through online and offline sources and had plans to expand their operations to other parts of India before the module was busted.

A total of 11 persons have so far been arrested in the case, while efforts are underway to trace absconders whose role surfaced during investigation, the agency added. — (KIMS)
