ACB registers 3 FIRs against officials in Transport, RDD, CAPD departments
JAMMU — The Jammu and Kashmir Anti-Corruption Bureau (ACB) has registered three separate FIRs against public servants in the Transport, Rural Development Department (RDD) and Consumer Affairs and Public Distribution (CAPD) departments over alleged disproportionate assets and malpractices.
In the first case, the ACB registered FIR No. 06/2026 at Police Station ACB Jammu against Ashwani Kumar, an employee of the Motor Vehicle Department, Jammu, under the Prevention of Corruption Act. The case followed a verification into allegations that Kumar had accumulated movable and immovable assets disproportionate to his known sources of income through alleged corrupt practices and illegal means.
The ACB said the verification revealed assets including shops, plots, flats and luxury vehicles in his name and those of his family members. Searches were subsequently conducted at his residential premises in Vinayak Nagar, Muthi, Jammu, pursuant to a court-issued warrant, during which material was collected. Further investigation is underway.
In the second case, FIR No. 03/2026 was registered at Police Station ACB Baramulla against Sheeba Inayat, JKAS, the then Block Development Officer, Singhpora/Pattan, for alleged possession of assets disproportionate to her known sources of income.
According to the ACB, the assets under scrutiny include substantial bank balances, FDRs, LIC policies, jewellery and immovable properties, including a five-storey commercial shopping complex in Baramulla and plots in Baramulla, Gulmarg, Kreeri and Chowadi, Jammu. Searches of her residential and office premises were conducted following warrants issued by the Anti-Corruption Court, Baramulla, and incriminating material was seized, the ACB said.
In the third case, FIR No. 04/2026 was registered at Police Station ACB Baramulla against Sheeba Inayat, then Assistant Director, Consumer Affairs and Public Distribution, Baramulla, and Mohammad Shafi Rather alias Kandaman, then a salesman in the department, along with other public servants, over alleged irregularities in the distribution of government food grains between June 2013 and June 2015.
The ACB said its verification found alleged diversion and misappropriation of food grains, manipulation of distribution and beneficiary records and failure to properly account for government revenue. It quantified the alleged wrongful loss to the government exchequer at ₹2.61 crore, including discrepancies involving food grains and revenue remittances.
The case has been registered under provisions of the J&K Prevention of Corruption Act, Samvat 2006, and Sections 409 and 120-B of the RPC. Searches were also conducted at the residential and office premises of the accused, during which incriminating material was seized, the ACB said.
