Crime Branch Jammu files chargesheet against four in PRC fraud case

JAMMU — Crime Branch Jammu has filed a chargesheet against four accused in a case involving the alleged fraudulent procurement of Permanent Resident Certificates (PRCs) through fabrication of census records and lineage details, officials said on Tuesday.

The chargesheet was filed by the Economic Offences Wing (EOW) of Crime Branch before the Additional Sessions Judge, Anti-Corruption Court, Jammu, in connection with FIR No. 11/2013 registered under Sections 420, 465, 467, 468, 471 and 120-B of the RPC, along with Section 5(2) of the Prevention of Corruption Act.

According to the investigation, the case originated from a complaint alleging that Lakhan Singh, originally a West Pakistan refugee from Sialkot, fraudulently obtained PRCs for himself and his family after shifting from Punjab to Jammu by allegedly fabricating census records and lineage details in connivance with revenue officials.

The investigation, led by DySP Faisal Arif Rishu, revealed that the allegedly forged certificates were used by his sons, Prem Singh, to secure government employment in the Estates Department, and Prabhakar Singh, to contest and serve twice as a Sarpanch.

Although the main accused, Lakhan Singh, a retired employee of the PDD, and Sat Paul Gupta, the then Tehsildar Jammu, have since died, the investigation established the alleged involvement of the surviving accused, Prem Singh, a retired Estates Department employee, and Prabhakar Singh, a former Sarpanch.

The chargesheet has been submitted against all four accused for judicial proceedings, the Crime Branch said.

SSP Crime Branch EOW Jammu has urged the public to remain vigilant against economic frauds and report such incidents to the department. — (KIMS)
