Law Makers Turn Law Breakers: NHAI-Ramky Vehicle Seized Without HSRP at Samboora NH

Srinagar, May 14 : National Highways Authority of India contractor Ramky JCB vehicle operating on NH was reportedly seized for violating mandatory High Security Registration Plate (HSRP) norms, raising serious questions over enforcement standards on the National Highway corridor.

 

The incident surfaced during a detailed inspection and assessment conducted by the Enforcement Squad UT of the Jammu and Kashmir Motor Vehicles Department at Awantipora Toll Plaza to evaluate overload monitoring systems and digital enforcement mechanisms.

The UT Level Enforcement Squad, led by Mubashir Jan, also conducted a high intensity enforcement and technical inspection drive across multiple routes in South Kashmir. During the drive, the squad expressed serious concern over rampant overloading violations and unsafe transport practices .

 

Officials observed that many educational institutions were operating mini buses without proper documentation, permits, and mandatory compliance records. The squad also flagged frequent wrong side driving violations by commercial and school transport vehicles, terming the practice a major threat to public safety and student security.

During the inspection at Awantipora Toll Plaza, officials observed that despite installation of weigh bridge systems across 12 toll lanes for monitoring overloaded vehicles, the digital enforcement mechanism remains incomplete and largely ineffective. The Enforcement Squad found that the installed systems are not fully integrated with the VAHAN platform, while automatic overload detection and e-challan generation systems are presently non-operational.

 

The squad further noted that real-time penalty collection against overloaded vehicles is not being effectively enforced through digital systems, resulting in heavy dependence on manual intervention for overload regulation and monitoring.

 

Officials stressed that overloading continues to remain a major menace on the National Highway corridor, contributing to road damage, environmental degradation, traffic hazards, and increased accident risks. The Enforcement Squad asserted that the Motor Vehicles Department has a major role to play in ensuring strict compliance and transparent enforcement.

 

Major Recommendations by Enforcement Squad UT

 

* Immediate integration of weigh bridge systems with the VAHAN database and allied digital enforcement platforms.

* Deployment of AI-based automatic overload detection systems for real-time monitoring.

* Introduction of automatic e-challan generation and digital penalty recovery mechanisms.

* Establishment of a dedicated Motor Vehicles Department control room at Awantipora Toll Plaza.

* Continuous deployment of MVD technical and enforcement staff for supervision and coordination.

* Strengthening coordination among toll authorities, traffic police, and transport enforcement agencies.

* Development of data-driven monitoring systems for overloaded mining vehicles and heavy commercial transport.

 

The Enforcement Squad emphasized that proper integration of electronic enforcement infrastructure with VAHAN and allied digital systems would significantly improve transparency, road safety compliance, overload regulation, and revenue realization while reducing dependence on manual enforcement practices.

 

The incident has once again highlighted the urgent need for integrated AI-based electronic enforcement systems at Awantipora Toll Plaza to ensure that the law is implemented uniformly without exceptions.
